ICS provided operational support including day-to-day oversight and strategic planning in the following areas: Network Remediation, Project Management for the Fiscal Management Systems and the Student Information System, Day-to-day IT Operations Management, Development of a Five Year Information Technology/System Master Plan and Recruitment of Key Personnel.

ICS developed a master plan to implement three major application programs and to move BCPSS from a legacy system with limited client/server capabilities to a client/server environment with
Windows COTS packages run in client and distributed service modes. Contingency plans were incorporated into the recommendations.

ICS provided software support including the development of custom programs to replace applications written in COBOL and CICS. ICS has customized Oracle Financials, Oracle Human Resources, and Oracle Payroll to fit BCPSS requirements. In addition, ICS has developed Oracle applications including records management, workforce management, performance measurement, training, technical inventory control, requirements tracking, time and attendance, facilities management, budget planning and forecasting. ICS developed and maintains the BCPSS data warehouse which consists of 227 Oracle databases.

Dr. Nancy Grasmick, State Superintendent of Schools, reported that “for the first time in fifteen years, the Baltimore City Public School System has a sound management information system that works.”
