ICS assessed the Department of Budget and Management’s proposed Information Technology Program Management Office (PMO) and its relationship to the roles of other State agencies. ICS provided analysis and recommendations on changes necessary to ensure that the PMO, its staff, and other State agencies function cohesively and effectively to address the State’s information technology needs.

Based upon the extensive review, including personal interviews with various State agency personnel, ICS prepared a report which contained the following:

    Recommended organizational structure for the PMO including numbers and skill levels of staff and functional groupings
    Identification and discussion of critical success factors for the PMO including staffing, funding, organizational placement, and relationship to other State agencies which implement and operate information technology programs
    Inclusion of policies, procedures, and standards to ensure uniform guidelines
    Plans to establish a strong central authority for project oversight, standards implementation, and network infrastructure
    Steps to be taken to ensure that the State of Maryland can obtain a grade of A in the 2002 Government Performance Project Review
    A detailed action plan outlining reforms in the information technology development and implementation statewide
    Clear and specific recommendations for changes, improvements, and inducements needed to ensure that the PMO, its staff, and other State agencies function effectively to address the State’s information technology needs.

The report submitted by ICS to the Department of Budget and Management has been adopted as the official draft of the State of Maryland Information Technology Reform Plan.
